The General Tools module contains various system wide functions which are not part of any other module.     They include technical diagnostics, import and export functionality, and audit logs.     (Some of these will only be available to privileged users.)

Appliance wide Settings are only available to administrators, directors and privilaged privileged users.     These set Appliance wide policy.
